Chicago Skyway - A 12.5-kilometer toll road in Chicago, connecting Chicago and Northwest Indiana.
Operating under a long-term concession agreement with the City of Chicago, the Skyway is a vital transport corridor linking downtown Chicago with Northwest Indiana. The PPP model has enabled sustained private investment into the asset, supporting ongoing maintenance, operational efficiency and customer experience, while seeking to provide predictable revenues for the public sector over the life of the concession.
Today, the Skyway is owned and operated by experienced infrastructure investors, including Atlas Arteria, an international toll road owner and operator. IFM Investors is a major shareholder in Atlas Arteria, reflecting its exposure to mature, essential infrastructure assets delivered through PPP frameworks.

The Greenway is operated under a long-term private concession model by Atlas Arteria, a global toll road investor with experience managing regulated transport assets. Through this structure, private capital has enabled consistent investment in maintenance, safety and operations over multiple decades, supporting reliable outcomes for users and communities.
While the Greenway is privately owned its operation reflects many of the same principles found in public-private-partnerships, including long-term stewardship, alignment with public planning objectives, regulatory oversight and a focus on customer outcomes. The model enables infrastructure delivery and operation without direct public funding, while complementing broader regional transport networks.
